What is strategic sourcing, and how is it different from reactive buying?

Strategic sourcing starts by defining the business decision and choosing a route from evidence. Reactive buying starts with an immediate request and works backward from a supplier, quote, or deadline. CIPS describes strategic sourcing as proactive and planned and roots it in supply-market analysis and supplier selection. The practical difference is control of sequence: requirements and strategy shape the event instead of the event becoming the strategy.

This does not mean every category needs a long project. A low-risk repeat purchase may close several gates with existing evidence. A complex service, concentrated market, critical component, or uncertain requirement may need deeper analysis and explicit cross-functional decisions. Proportionality changes the depth of work, not the obligation to know why a route was chosen.

What should happen before you approach suppliers?

Begin with the need, not the incumbent specification. Confirm the category boundary, stakeholders, demand pattern, current agreements, service levels, failure costs, switching constraints, and assumptions that still need testing. What should each sourcing stage produce?

Why is the Kraljic matrix a discussion tool rather than the whole method?

A portfolio matrix can expose differences in strategic importance and supply risk, but a quadrant does not execute a category strategy. Hesping and Schiele used survey data to classify 107 sourcing projects and found that the full range of tactical sourcing levers appeared in every quadrant. Their result argues against treating quadrant labels as exclusive prescriptions. The matrix is useful when it starts a debate about context, power, risk, and available moves.

Keep the matrix as one input among several. Add demand structure, specification flexibility, switching cost, supplier capability, capacity, market concentration, cost drivers, stakeholder appetite, and implementation feasibility. Then choose a coherent set of levers. A category can be strategically important and still require competition, collaboration, redesign, or demand management in different combinations.

When should the sourcing sequence change?

The sequence should change when context changes what can be known or decided. Reitsma and colleagues conceptualized five distinct strategic sourcing approaches and tested them through an embedded case at a large turbine manufacturer. The study identified different conditions behind the approaches. The transferable lesson is not the number of approaches; it is that timing is a governed choice rather than a default.

Move a decision later when requirements are genuinely unknowable, supplier input is needed to make the design feasible, or an early choice would create dependency before the team understands the trade. In either case, record the reason, owner, evidence needed, and consequence for the remaining gates.

How do you turn stages into decision gates?

A decision gate pairs one question with one artifact and one accountable owner. It does not require a governance committee at every step. The discipline is to prevent silent handoffs: analysts know which decision their work serves, approvers know what evidence they are accepting, and the next phase inherits explicit assumptions rather than a polished deck.

How should you engage the market and select suppliers?

Use market engagement to learn, not to preselect informally. Ask questions that test capacity, alternatives, commercial models, implementation constraints, and requirement feasibility; record which assumptions changed. Treat supplier discovery and competitive bidding as different decisions: the first tests who could participate, while the second compares qualified options under a declared method. Freeze evaluation criteria only after learning that could materially change them has been resolved or disclosed.
