Unbundle Multi-Site Waste Services for Comparable Bids

Four small model waste containers stand apart in a row on a navy table: a front-load dumpster, a wheeled cart with a pink lid, an open-top container holding flattened cardboard and a compactor, with an empty steel platform scale in front and a jumbled pile of containers out of focus behind.
“A waste bid we cannot read line by line is a bid we cannot compare; the lowest monthly total says little about what each site will actually pay.”

What does it mean to unbundle waste services?

In this guide, a bundled price is one monthly amount per site that folds container rental, collection trips, the disposal or processing of what is collected and any expected extra charges into a single figure. An unbundled bid prices each of those as its own line, per waste stream and per site. In this guide's view, that shows which part of a quote differs and why, and lets invoices be audited against the same lines after award.

Why are bundled waste bids hard to compare?

According to the consensus contracting guidance from RecyclingWorks Massachusetts, hauling invoices include several fees, recycling charges or rebates follow recycling markets and may change monthly, and contamination charges can change the monthly amount too. The same guidance lists extra surcharges such as container rental, fuel and environmental fees, container delivery and removal, extra pickups, overflowing containers and contamination of recycling or organics streams. It also tells buyers to confirm whether they pay hauling and tonnage fees or a flat pickup charge, and whether disposal or hauling costs can rise during the contract.

In this guide's view, two bundled quotes for one site can differ for several reasons at once. One bidder may assume heavier containers, another fewer pickups, and a third may leave out a surcharge that later appears on invoices. Before issuing the request, build the evaluation model: each bidder's unit prices times your baseline quantities per site, with one reference value for every adjustment index, and tell bidders how they will be scored.

How should the bid sheet separate hauling, disposal and equipment?

Ask for unbundled pricing, with a separate price for each stream, as the Massachusetts guidance puts it, so you can also see whether diverting material lowers a site's cost. In this guide's view, the sheet needs one row per site, stream and container, with columns for rental, collection per pickup or haul, disposal or processing per ton, any recycling credit and a closed list of extra charges with unit prices. A charge that is not on the sheet should not be billable without a written change order.

In this guide's view, set lots by region and service type, and let bidders quote single lots so a regional hauler's price is not lost in a national package. Ask a broker to name the hauler serving each site and to show its own fee. Ask every bidder to name the facility for each stream, and price any hauler-supplied compactor or baler as a separate lease. For fuel or environmental charges, ask for the index, base value, adjustment step and reset date, or a fixed amount, and allow no price change outside that schedule.

How do you put every site on the same volume and weight basis?

In the Justice Department's description of small container commercial collection, published in a 2009 merger case, haulers organize commercial accounts such as offices, stores and restaurants into routes served by specialized equipment. In this guide's view, a route truck's load therefore mixes many customers' waste. For roll-off and compactor hauls, require the facility's scale ticket with each invoice line; for route containers, ask for lift counts or on-board weights, or agree a volume basis.

Where a charge is estimated from volume, the conversion factor decides the weight. According to EPA's memorandum on volume-to-weight conversion factors, the factors were built to standardize waste data and compare recovery between municipalities, regions and states; the 2016 update used secondary data only. In this guide's view, set one factor per stream and container type, score every bid on it, and make that same factor the billing basis in the contract. If a bidder will bill only on its own factor, score that bid on its own factor applied to your baseline volumes.

How should recycling rebates and contamination charges be written?

Under the formula in Orange County, North Carolina's recycling processor solicitation, issued in 2025 for the recyclables the county delivers, the fee or rebate per ton equals the revenue share multiplied by the average market value, minus the processing fee. Market value comes from Southeast regional average prices on RecyclingMarkets.net, the share is fixed for the contract's life, and every load is weighed on calibrated truck scales. In this guide's view, ask for the same elements per stream, plus the material grade, the index month, the treatment of a negative result and the weight record behind each credit.

Define contamination before any charge can apply. Among EPA's sample clauses from city collection contracts, one city's contract treats a recycling or organics container as contaminated if it holds any amount of listed unacceptable material, or if other material that does not belong makes more than ten percent of its contents unsuitable; another requires compostables rejected at the curb to be tagged with a notice explaining why. In this guide's view, set a sequence a driver can follow: photo or tag, a first warning, charges on repeats and a dispute period.

What changes where a city franchises commercial collection?

In New York City's commercial waste zone program, the five boroughs are divided into 20 zones with three authorized carters in each, and businesses must sign a new service agreement with a zone-authorized carter when their zone rolls out. The city also publishes a calculator for the estimated maximum monthly rates each authorized carter may charge in a zone. In this guide's view, classify each site as open market, multi-carter zone or exclusive franchise, run a separate quote round among a zone's carters, and where one hauler is fixed, review sizes and frequencies instead.

Which contract terms keep the next tender open?

According to the Massachusetts contracting guidance, contracts typically run three years, many renew automatically for the full term, and buyers should set a reminder to check in with the hauler at least 90 days before the end date. In this guide's view, the date that matters is each contract's non-renewal notice deadline, not its end date: read the notice window and method, diary its opening, and send written notice for every site you will tender.

In the 2009 Republic and Allied merger case, a commenter asked the Justice Department to discontinue the merged firm's evergreen contracts, naming their term lengths, renewal provisions, liquidated damages and escalator clauses; the Department concluded that modifying contracts was not necessary to preserve competition in that case. In this guide's view, collect every site's signed agreement and current price first, read those four terms in each, weigh any exit charge against the remaining term, and give new agreements one common end date.

What work does an unbundled tender add for the buyer?

In this guide's view, unbundling moves work to the buyer: building site baselines, checking line items and auditing invoices. In a peer-reviewed survey of 254 Slovak municipalities, published in 2025, most could not provide the data needed to calculate the transaction costs of procuring and monitoring their contracted waste service, and the authors argue that such costs belong in the total cost of a public service. No source reviewed measures this cost for private buyers. Record internal hours on the tender and invoice checks, and decide who checks invoices.

What should a multi-site waste bid register record?

The register below turns these decisions into fields a facilities category team can complete before inviting bids. It covers non-hazardous solid waste and recyclables; tender hazardous and other regulated wastes separately. It is an authored planning aid, not a standard.

Use the register as the input to a line-item request for quotation, so every hauler answers the same rows. Ask whether each site is served by the bidder's own trucks or a named subcontractor, and before award check the serving hauler's permits, insurance and safety record through a proportionate supplier risk review.

Frequently asked questions

How can a recycling rebate formula be written?

No source reviewed shows a usual method or a typical revenue share. One model comes from a county recycling processor solicitation in North Carolina: the fee or rebate per ton equals the revenue share multiplied by the average market value from a named regional index, minus the processing fee. Ask bidders to state each element and to show the calculation on every invoice.

Can a business choose its hauler in a franchised zone?

Not always. In New York City's commercial waste zones, businesses must sign a new service agreement with one of the zone's authorized carters when their zone rolls out. Where a zone authorizes several carters, as each New York zone does, invite each of them to quote; where one hauler holds the franchise, review container sizes and frequencies against its rates instead.

How long do commercial waste contracts run?

According to the Massachusetts contracting guidance, contracts typically run three years and many renew automatically for the full term. Read each contract for its non-renewal notice window and method, and set the reminder before that window opens, early enough to tender and give written notice in time.

What should a hauler report for each site?

Among EPA's sample clauses from city collection contracts, one city's franchise has the hauler keep records of the weight and volume collected by material type, separated by service type where possible, and present its reports in a spreadsheet-compatible format. Ask for monthly reports per site and stream in the invoice's line structure.
